On July 10, Chairman Tan Xuguang, as the sole representative of the equipment manufacturing industry, participated in a forum chaired by Chinese Premier and member of the Politburo Standing Committee of the CPC Central Committee Li Keqiang, who was intended to collect advice from the experts and entrepreneurs on the current economic situation and work. Chairman Tan talked about his views on economic operation, macroeconomic policy, business and innovation, and offered suggestions on the future development of the equipment manufacturing industry, along with other company leaders from Suning Commerce, Qihoo 360, and DJ Innovations.
Here are Chairman Tan's opinions on the development of the equipment manufacturing industry drawn from Weichai's successful overseas acquisitions and investments, and technological innovation.
"Going out" is an important way of restructuring for the equipment manufacturing industry
In Tan's opinion, going out is an essential step for the development of China's equipment manufacturing industry. He believes that overseas acquisitions can help Chinese enterprises to speed up structural adjustment, master core technologies, get access to global markets and enhance the management level. He hopes that platforms and mechanisms can be established for cross-border cooperation and domestic enterprises should combine as a strong team in overseas business with the leading of large enterprises, which will help carry out the "One Belt and One Road" strategy.
Being innovation-driven is the top priority for the transition from "Made in China" to "Created in China"
Considering that Chinese equipment manufacturing industry still lags behind in many aspects such as technology and innovation, Tan Xuguang puts forward three proposals based on Weichai's ten years of development experience: First, to insist on open innovation, that is, to integrate self-innovation with open cooperation and make full use of global technical resources; Second, to promote synchronized innovation of the industry chain and boost the industry's overall competitiveness; Third, to introduce innovative talents to form China's equipment manufacturing talent pool.
As the director-general of China Internal Combustion Engine Industry Association, Tan Xuguang proposes incentives for top runners in the campaign of reducing fuel consumption of internal combustion engines, facing the challenges of escalating internal combustion engine emission standards. He suggests rewarding enterprises that meet emission regulations ahead of standard schedule with financial subsidies, R&D support, government procurement and other supporting methods, which can encourage enterprises to better take on the social responsibility of energy conservation.

Li Keqiang: with innovation as the wings, Chinese enterprises can fly to new heights
After listening carefully to the views and suggestions from the leaders of the five outstanding companies in their respective industries, Premier Li held that we should scientifically judge the economic situation. On the one hand, we must be aware of the fluctuations and uncertainties of the world economic recovery. On the other hand, we should also notice the continuous optimization of Chinese industrial structure, the transformation of development mode, and obvious regional and industry trend differentiation. Although some structural problems accumulated over the years emerge, Chinese economy still anticipates good development in the long run. China's economic growth potential can guarantee the medium and high-speed growth, only when we obey the law of development, enhance our confidence, take the initiative in development, and use greater efforts and stamina to promote development.
Li stressed that the Chinese economy upgrading and development should depend on innovation. Enterprises are not only the main market players, but also the subject of innovation. We should continue to implement the innovation-driven strategy and take advantage of domestic policies such as "Made in China 2025", "Internet+", "One Belt and One Road", and international production cooperation. To enhance the core competitiveness and brand building capabilities, we should be market-oriented and demand-oriented. We should also support innovative enterprises so that a variety of innovative resources could become available to enterprises, so that more financial products and services could meet innovation requirements, so that the wings of innovation could enable Chinese enterprises to fly to new heights.
